I AM PLANNING A REMODEL OF MY HOME.  WHY SHOULD I GET A BUILDING PERMIT?

This is a question many people may ask themselves when planning alterations to their home. A decision not to get a permit could be a very costly one. Some homeowners are finding when they try to sell or refinance their home, prospective buyers or lending institutions want proof that alterations are in compliance with local codes. Without a permit and inspection on record, there is no proof. The homeowner must then apply for a permit with no guarantee that the remodel will meet the codes, and face the possibility that the remodel must be redone or removed. This is costly and frustrating and could cause delays in refinancing or a lost sale of their home.

DO I NEED A PERMIT FOR EVERYTHING I DO TO MY HOME?

No, not all items require permits. Following is a list of some items that do not require a permit. (Please note: even though a permit is not required, the project must still comply with all applicable construction and zoning code requirements).

    • One story detached accessory structures used as tool sheds, playhouses or similar uses, provided the floor area does not exceed 120 square feet.
    • Fences in the rear yard not over six feet.   
    • Driveways and sidewalks on private property;
    • Retaining walls not over four feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge from a building or some similar load. (See the building div. for details);
    • Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work.
    • Patio covers not over 120 square feet in area;
    • Swings and other playground equipment;
    • Gutters and downspouts;
    • Pre-fabricated swimming pools that are less than 24 inches deep.
    • Window awnings supported by an exterior wall which do not project more than 54 inches from the exterior wall and do not require additional support.

IF I TAKE OUT A PERMIT TO REMODEL A HOME BUILT TEN YEARS AGO, DO I BUILD TO THE CODE IN EFFECT WHEN THE HOME WAS ORIGINALLY BUILT?

No. The new work must be constructed under the codes in effect today.

IF I REMODEL MY HOUSE, DO I HAVE TO BRING THE ENTIRE HOME UP TO THE CODES IN EFFECT TODAY?

No. Only the new portion must meet the current codes unless the remodel creates a hazard for the existing building, such as overloading an existing beam.

DO I HAVE TO HAVE MY PLANS DRAWN BY A PROFESSIONAL DESIGNER, ARCHITECT OR ENGINEER?

No. The owner or anyone they choose may draw the plans as long as they are clear and detailed enough to indicate what and how the project will be built. In some cases, the complexity of the project may require the skills of a professional.

MAY I START WORK BEFORE MY PERMIT IS ISSUED?

No. Work on a project may not legally begin before a permit is obtained and on the work site.

HOW DO I FIND ZONING INFORMATION ABOUT MY PROPERTY?

You can download a copy of the city’s zoning map which can be found on the Maps, Forms and Fees page as well as on the main community development home page. Additionally, you may obtain zoning information for your property by calling 423-9922. Please have your parcel number available so we may provide you with the correct information for your property.

HOW CAN I DETERMINE WHAT IS PERMITTED ON MY PROPERTY?

You can access the City of Kelso zoning ordinance on the documents page of the community development website or you can call 423-9922 or come in to our office on the 2nd floor of city hall.
